Release Notes: HS: Applicant Tracking System: Filtering with System Tags

This release allows the ability to filter applicants based on system tags and not just user-defined tags.

This means that it is now a lot easier to filter lists of applicants in various stages of I-9 completion and E-Verify authorization. 

Note that due to how tags are cached,  new system tags will not be visible in the filter dropdown until a new session begins. This can be done by logging out and back in again, or logging back in when the session expires after 12 hours.
