The features that all users see on their HotSchedules accounts are determined by the permission set they are assigned. Managers with access to edit changes on the Staff tab will have the ability to change which permission set a user is assigned, but changes to what it included in those permission sets generally must come from an admin for the company.

Since permission sets can be edited or created upon administrator's request, it is possible to create a permission set for employees that will allow them to see the Roster Report. However, doing so would give them access to other reports as well. The permission that turns on the ability to view the Roster Report also displays the other reports found in the Schedules and Rosters section of the Reporting tab.
