Historical Follow Ups

Improvements have been made so that users are able to interact with Follow Ups on past Task Lists.  Users will still be restricted from adding new Follow Ups to past Task Lists, but for Follow Ups that were already in place, the creator of the Follow Up now has the ability to edit and delete it, and any user who is not the creator can edit the status and add a comment or photo.
