Ability to transfer from an Outlet not flagged against a user

We have recent scenario where user has posted a transfer from an disused outlet not flagged against their user account but were still able to select it when creating the transfer. Below link states "Please note User will only be able to order and/or transfer to Outlets are flagged here, but can Outlet requisition from any Outlet" Is there a reason why they can do this? If not, can I suggest the ability to do so is removed if the outlet is not flagged against their user?
