What’s Changing?
The ability to run National Minimum Wage (NMW) and National Living Wage (NLW) updates separately for the UK. This will mean that customers who have UK sites and non-UK sites in the same portal can do their NMW/NLW update and exclude non-UK sites for which the NMW/NLW does not apply. There will also be a new permission to allow users to preview pay rates but not update them.

Reason for the Change
Currently HR & Payroll users are not able to run NMW/NLW separately for non-UK Locations. Customers have to apply NMW for everyone and then manually update the pay rates for non-UK employees.

National Minimum/Living Wage Rate Update
On the National Minimum/Living Wage Rate Update Page there will be a new drop-down called Country.

The drop-down will show all countries that are available within the Portal Locations page, plus an All option that will include all locations regardless of if they have a country set against them or not.
The default option for the Country list will be set to All.
A new option will also be added under HR > Administration > Global Setting > Portal Configuration including the Country drop-down list where the user will be able to select the default country they want to have on the National Minimum/Living Wage Rate Update page. This field will be defaulted to All until the user updates it with the preferred default country.

When selecting a Country, it will return all employees who have main or multiple employment jobs in the Locations which are set to that Country in the Locations setup page within the Portal.
For the selected Location, the Country drop-down will have 4 options: Please select…, UK, Ireland, and Jersey.

Each Location must have a Country selected from this drop-down in order for the NMW/NLW update to take effect for the employees who work there.
If All is selected as the Country on the National Minimum/Living Wage Rate Update page, and then updated, any Locations that have Please select... as their Country will be updated to the UK NMW rates.
If either UK, Ireland or Jersey is selected on National Minimum/Living Wage Rate Update page, then any Locations that have Please select... as their Country will not be updated.
Updating pay rates for a specific country will only update data for employees who are in a location that is set to that country.
Setting specific country pay rates is not in scope for this development.
NMW/NLW Permission
The NMW/NLW Rate Permission will be updated to allow users to be able to preview, but not update, pay rates.
The permission can be set at an individual user level or assigned to an Access Level Template.
Access Level:
Found under HR > Company Admin > Access Level Hierarchy > Edit, it will be possible to update the permission on existing templates.

The NMW Rate Update permission will be changed from a tick box to a drop-down where the user can have one of the following options:
Assign User Access:
The same three options can also be set at an individual user level by going to HR > Users > Assign User Access and selecting a user.

When the functionality will be deployed it will default as No Access for users who currently have no access to the functionality. Users who currently have access to the page will automatically be assigned full access.
Customers can then update the permissions to give users read-only access.
Auditing
When updates are made to employees’ rates of pay, the “Changed By” name will be updated to show the user who updated the pay rates via the NMW/NLW update page rather than it saying “System Operation” (as it does in Fig.6).
