The setting 'Enable Half Day Holiday' was disabled for our portal, so that the Hourly employees could not book 0.5 day holiday. However by disabling this setting impacts the Salary employees too. Salary employees are able to book 0.5 day hol on their ESS but there is no notification sent to their Manager and it does not appear on their Fourth Holiday record for approval either.

I have reviewed the settings on the portal and from a configuration point of view, the correct settings are on. However, it seems as you state that the process is not working fully as expected.
