How to set up a minimum approval amount on a user

We would like to know how to set up a minimum approval amount on a user. E.g: One user to be the final approver only when PO is over £1,000.00.

For a user in order to come a final approver ONLY for requisition over £1000 limit, another Final Approver(with a maximum approval amount of £1000) will need to be added on the approval rout. In other words the approval rout should have x2 Final Approvers one for up to £1000 requisition and the 2nd one for above £1000 requisitions.
