Can I furlough staff that are zero hour and are still owed money from previous month?

I have staff on zero hours and because of when payroll closed for March 2020, they are still owed a couple of weeks wages, which they earned. Although they are currently laid off and not earning since middle March or in April, they will still be paid for the hours they worked in March. Can I still furlough them and how would I calculate their pay? If the average pay is less than 80% - would I just top it up to 80% to claim the 80% or can they not be furloughed as long as they are still receiving earnings?

Thanks for your reply. Unfortunately none of the guides give clear solutions on how to deal with this matter and I have tried to call HMRC to discuss, without any success.

 

I was hoping there would be others, who will be in the same boat as me, using Fourth that closes rotas at odd times during the month and then rolls over to the next. I wanted other's thoughts on this so we can hopefully come up with a sensible solution.

 

Any guidance in this regard, will be most appreciated.
