The clocks are driven by your thresholds, and after looking at your portal they are set to 15 and 5. That means an employee can come in up to 15 minutes before the shift is due to start, or up to 5 minutes after it has commenced, and it will not trigger an early/late clock. The same will apply to when the shift is scheduled to end. T&A will only work if scheduled hours have been created prior to the actual working week/day as this is what it will base the thresholds on and applies to all locations.
The clocks do not compensate if someone works outside of these thresholds, they will be triggered automatically based on the thresholds. If you have examples of where this has happened I would raise a technical case.
As the thresholds drive the clocks they will always be based on the finish time of the scheduled shift.

In addition to @Cristabelle Metcalfe post, please see the attached presentation that illustrates how the thresholds work.
If the threshold is set to 15 minutes early and 5 minutes late as you have mentioned, the clock will stay green is the employee clocks out up to 15 minutes after their shift.
The only way to change this is to change the thresholds, however this will change for employees clocking in early.
