To be honest your answer depends on what it is you are trying to achieve. ​

If you are wanting to set a second email address for the vendor, then by going to Property > Vendor > Select Vendor > Vendor Information > Email you can add a second email to the existing one separated by a semi-colon ";" this means that every PO sent to this vendor will go to both email address'.

If you are wanting the PR Creator to be informed when the PO has been created, after being sent through an approval route then there is the option within the Vendor Property > Vendor > Options > Notify PR Creator on PO Creation. This won't send the actual PO but will send a notification that it has been created.
