How would job titles being made inactive work if an employee is promoted or has a job title change?

If a job title has been created and has been assigned to an employee in the past they cannot be deleted and will sit in the system. They can be made inactive from the job title so that they are no longer an option for employees moving foward. Therefore when selecting a new job title from the list for a job change/promotion, those 'inactive' titles should no longer be visible in the employment details options.

However, as employees will have had this job title in the past, the job title will appear in the employee list search and within certain reports and searches, as the system looks at all employees in those instances. It will also display as a 'current' job title even if made inactive, until another one is selected.
