Making Past Effective Date Changes - no longer available?

That functionality was great, however it doesn't appear to be working any more: I'm trying to correct a salary change, but I keep getting error message. Was there an update disabling this functionality?

The message received occurs when a user is trying to make a pay change for an employee when they have carried a salary change for another employee already. This is a setting which allows users to make one salary change in a permitted pay period.
