How do I create a new users group ? I do not see User groups " New "button on my screen when I go to make a Bulk Deactivating group . I want to have this for unused products.

It sounds to me like you may not be assigned the correct access right to create new groups. You will need to be assigned to a group that contains the access right fond by following this path. Property > Setup > User Group > Select required group > Drop down menu select 'Property' > 3 dots in the left column next to 'Setup' > Check the rights next to 'User Group Permissions'
