Trade Simple vendors appear to have the ability to continue to push "approved" items with matched VPN into Receiving without a safeguard to stop it. However, the facilities can not receive the order because the Account (Cost of Food) is not visible to them on those items. We then have to go in, unclick "allow account modification" add to PO, then go to Receiving and fix there.
The system was originally set up to block all ad-hoc items, whether created by user or vendor.
Also, it looks like significant changes in security features on Property>Admin>Property Preferences with the latest updates, which seem to allow free reign to create products.

Thank you for your patience.
We are not currently using the "Create Adhocs for substitutes" flag. Whenever an item is substituted, via TS/EDI; if that VPN doesn't exist in our system for that vendor, then an adhoc product will be created.
We are going to reconsider using this flag again, so if the flag is unchecked and an item is substituted when the VPN doesn't exist in our system, we will drop the item completely from processing. Users will then have to manually add the item into the receiving.
