This is usually something that happens as an exception rather than a rule, and in such instances we would recommend creating the employee according to their correct start date. If they do not commence as anticipated, they can be terminated on the system. If however, this is a common problem and you need to regularly delay the creation of the employee until they start at work, the exclude from payroll functionality can be used to manage this. Thanks for the response.
The last time I used the 'system user' or Agency job role for this reason and then tried to amend them to their actual job title, I was told I had to make them a leaver and start again anyway, as there was no way to attach them to payroll?
Ideally, we would like new starters to complete their online training via Flow before they join us but to do this, we must add them to Fourth first and we don't always have all of their details before they have joined us?
There are also times in the month that we must add newbies onto the system, as it impacts the payroll bureau and their reports. But we still need to add employees, in order for them to start their training on Fourth....
Is there a way to add them on Flow directly and not via Fourth?
Just wondering what other companies do?

This is correct, System user and Agency should not be used in this instance, however Fig 6 shows the global setting that will allow you to exclude all new starters from payroll and how to include them when you are ready.
