Great question! Unticking the ‘Create an Employee’ permission on the template would work for this. I would also recommend considering removing access to ‘Rehire an Employee’ as this is a separate permission, and would be appropriate to your needs above.

It is possible to ‘bulk’ update the permission ‘Create an Employee’ option, but only if the employees who have this currently are not on ‘bespoke’ access.
If this is the case there are two options. Firstly, the user would have to manually update each employee’s access from the path : User-User Access-Select Employee- User Profile. Alternatively if the HR template or Templates (depending on whether they are on multiple levels within the Hierarchy) on in the Access Level Hierarchy is updated by unticking the ‘Create an Employee’ option, each employee would then have to be brought onto that level by following the path mentioned previously. When in the employees User Profile, the correct hierarchical level can be applied. If the employees accesses are not bespoke, to bulk update just untick the ‘Create an Employee’ option from the HR Template or Templates (depending on whether they are on multiple levels within the Hierarchy) and select save to update the access.
