  This article https://fc.force.com/customer/s/article/Purchasing-Inventory-Creating-Importing-a-Budget-Forecast-or-Plan provides details of the format of the .csv file and how to load it. I hope it is gives you everything you need to load the budget but please do let me know if you have any further questions.
