Unless you are still putting your staff on holidays, or still putting them on any kind of shifts, there is no need to create and submit rotas during this period of time.

What about sick lines ? will they pull through to payroll for hourly paid staff if the rotas are not submitted ?

If you are entering absences that need to be pushed through for SSP/CSP, then yes rotas will have to be created and submitted to payroll.
