Hi Kate and Beverley,
Hope you are both well!
In regards to restrictions to the options, you have the "Display working time directive question" HR global setting (HR > administration > global settings > edit default employee settings > Display working time directive question) which is currently ticked so it displays the question on the employees records.
In terms of permissions for users who could change the option within the records themselves, if they have access to make changes to the employment details then then will be able to change the option for that question as it appears there is no other permissions that break down further to not allow the option to be changed but still be able to make changes to the rest of the employment details at this time.
In regards tips on managing it, you have the global setting to warn about conflicting shifts but also to inform the user that the employees on the rota have not opted out and are working more hours but also have the area within employee batch update which shows who have signed the work time directive or not in one screen rather than having to go into each record manually. (HR >employees > employee batch update > employee attribute drop down - select WTD Signed > Search)
If a user did make the change in the employees record for example but they should not have done this then you will see the change showing in the employees history with the name of the user and the date and time of when it was done also.
