Give user access to management the Document Library.

you can can do this through the user template settings within the HR module.

@Alex Hewitt is correct.
In the Administration section of the templates is a permission Document Library Admin.
Just be aware that the Library is driven by the hierarchy so depending on the level you are trying to give access to they may not see all documents.
If this is the case, you could create a Super User that just has access to Managing the document library and sits on the top of the hierarchy.

Hi @Debbie Thomas I enabled that option but still no ability for other users to manage the library apart the Master log in.

Hi @Debbie Thomas unfortunately not, the user is at the top of the hierarchy and all documents are below their level but still cannot amend.

Hi @Oliver Stockdale I'm afraid this will need to be raised with the technical team as I have tested on a training portal and there are no other settings that need to be enabled.

Hi @Oliver Stockdale I have just tested on a training portal.
I have a system user set up on the top level of the hierarchy and they have access to document library management and can amend add documents and categories.
If the employee is further down the hierarchy, they will not be able to amend documents on levels above them as the library is Hierarchy driven.
