Regarding Goal 1, we would recommend the Outlet(s) in question be configured by Category rather than by Location; otherwise, an Outlet with 1 Location could be built but would required manual maintenance under Inventory->Maintain Guides:

Regarding Goal 2 & Issues, the 'Add to Current Inventory Quantities' flag should be enabled as outlined here to ensure they are not overwritten:

Further, Templates can only show a Product one time as the same Product cannot be on a Requisition multiple times; therefore, it will only show the first time in the Template sequence.

Regarding Goal 3, any modifications to an existing function/printout, etc. within Purchasing & Inventory (formerly Adaco) would need to be raised directly with your Customer Team representative.

It doesn't allow me to change the ​Outlet Guide Sequence to Category form location, error reads "You cannot change guide sequence because inventory for this outlet has performed."

That is correct as Outlet sequence is set during implementation & cannot be changed via the UI (front-end of the application); following a consultation session arranged by your Customer Team representative, there may be an opportunity for our Data Services Team to make this change.
