Purchasing & Inventory: ​Is it possible to restrict the kitchen to products with quotes only but allow the rest of the property to order products without quotes?

Restricting the ability to requisition products without a quote is a property wide function that can't be switched on for individual users or outlets.

However you could restrict certain users to only requisition from templates so that you have the option to obtain quotes for all products on templates.
