Can delegate approvers be set up in the system?

Anyone with permission to approve holidays can approve anyone's holiday as long as they can see them. If the PA sits above the employee who's holiday needs to be approved and they have access to the location and division the employee is in they will be able to authorise holiday.

The 'Reports to is ONLY for notifications'

In the employees [requesting holidays] HR record, it is possible to set a 2nd line manager notification. This means that as long as the above is true, both the CEO and PA can receive the holiday, absence, or expense notification.

This is in the Employee record > Employee access > Line manager notification

 

I assume the 2nd part of the question relates to the 'Reports to'. If this is the case it is not possible to automatically reassign to anyone if an employee leave.

A process should be put in place that if anyone is transferred or terminated, the Reports to for all affected employees should be updated. This can be done via a batch update. HR > Employees > Employee Batch update
