The calculation depends on the settings used in HR > Global Settings > Edit Default Holiday Settings > Holiday Calculation Settings. This allows you to choose if increments are calculated on employee start date or Holiday Year Start Date.

There is also an article on turning on functionality to calculate based on Employee Work Anniversary - this would require access to the Admin Tool to activate.
