is there a way to prevent absences being added via the rota module, so that managers have to do in HR

Great question, thank you! 

Access to create absences is set in the HR Module > User Templates & assigned to chosen hierarchy levels. This allows entry access for both HR & Rota Modules. 

The system is not programmed to disable the Rota Module entry option and set it for HR input only. 

Should you wish to remove the access altogether, your company system administrator would be able to do that.
