Why would outlet variance report show cost details as zero?

We are trying to understand why a product would show zero cost in the outlet variance report against the Beginning Inventory, System on Hand, Inventory Unit Count and Variance columns even though there are quantity values? I initially thought this was due to having no purchases on that detail of the product, however I have just tested that theory in our training environment and it does show values in the cost details even though we made 0 purchases in training env.
