Actualizing the rota

Is there any way that in regard to the rotas, the Managers cannot tick ACT randomly and that they have to tick them in Day order when submitting?
We find that if the ACT is not ticked in day order and the rota then submitted the following week the TRONC figure shows as a negative, we then have to rollback the rota and the tronc to rectify and then resubmit which then caused problems with the figures fed through to payroll.
Ideally the system should only allow them to be ticked in day order.
Please advise

In regards to this causing issues with Tronc, this shouldn't be the case.
A Tronc period is only closed once a schedule is submitted.
This means that if schedules are submitted out of order, the Tronc figure can be incorrect, however ticking actuals out of order should not impact this.
